Unemployment Department Seeking Managers With Security Experience

The recruitments are in the Employment Development Department’s Cybersecurity Operations Office, its Vulnerability Group, and its Security Policy and Compliance Group.

The California Employment Development Department (EDD) is recruiting for three key management positions, all in the area of cybersecurity.

The department’s new Cybersecurity Operations Office has an opening for an office manager (IT Manager II) with “a strong and diverse background in IT security management, data sensitivity and confidentiality,” according to the job posting. Responsibilities of the position, as per the posting and duty statement, include:
  • Data discovery and classification tools to ensure data moving from system to system or through cloud services has correct classification and the ability to ensure only appropriate and authorized data is allowed in these systems.
  • Implementation of cybersecurity and fraud detection and countermeasures, monitoring for reporting of issues/problems for management review, and maintenance.
  • Implementation of appropriate information/data and systems vulnerabilities privacy protection processes and appropriate disclosure and fraud practices to ensure that personally identifiable information, e.g., personal and federal income tax information (FTI), is protected with operational, administrative, technical and physical safeguards to ensure its confidentiality, integrity and availability, and to prevent unauthorized or inappropriate access, use or disclosure.

This position has a monthly salary range of $10,421 to $12,668, and the application deadline is Feb. 24.

EDD is recruiting for a Vulnerability Group manager (IT Manager I) to manage, plan and direct activities of the Vulnerability Group including developing and documenting security testing and assessment policies, requirements, methodologies and frequencies. Responsibilities of this position, as detailed in the job posting and duty statement, include:
  • Manage high-level vulnerability security tasks for the Vulnerability Group. Develop and maintain compliance with IT Vulnerability Security policies, standards and procedures.
  • Manage and provide timely security advisories and alerts for the systems administrators and the IT Customer Service Section when needed; provide security technical advice and assistance in support of the cybersecurity staff, Central IT and Distributed IT (DIT) Systems Administrators; and troubleshoot and refer actions associated with security hardening, protections and mitigation.
  • Develop staff and carry out department and branch succession plan strategies. Complete training plans, probation reports and other personnel-related products.

This position has a monthly salary range of $8,591 to $11,512, and the application deadline is Feb. 24.

The department is also seeking candidates for a security policy and compliance manager (IT Manager I) to manage, plan and direct work activities of the Security Policy and Compliance Group (SPCG). Responsibilities of this position, according to the job posting and duty statement, include:
  • Coordinate review and guidance for various project management tasks and system enhancements to ensure security-related project documentation is completed in a timely manner. That includes the business impact analysis, privacy impact/privacy threshold assessments, system security plans and technology recovery in accordance with IT security standards, policies and required security controls.
  • Manage high-level technical security tasks for the SPCG and ensure that compliance and IT security policies, standards and procedures are developed and maintained.
  • Ensure EDD staff observe standards and procedures and produce quality products that follow security best practices, adhering to frameworks under the National Institute of Standards and Technology (NIST).

This position has a monthly salary range of $8,591 to $11,512, and the application deadline is Feb. 24.
