Unemployment Insurance Appeals Board Seeks CIO

The board is seeking for a new IT leader after its previous CIO, Jefferson Willoughby, moved on to another state job.

The California Unemployment Insurance Appeals Board has opened recruitment for a chief information officer to direct the use of technology and to help develop the board’s IT strategic plan.

The board’s previous CIO, Jefferson Willoughby, left in November to become bureau director for the California Department of Justice, according to his LinkedIn profile.

The CIO role (IT Manager II) “has the highest level of governance responsibility,” according to the job posting. Duties include overseeing the analysis, design and implementation of new systems and applications, network infrastructure, computer operations, information security, hardware and software acquisition and custom software design and implementation.

The appeals board is an independent administrative court system for workers and employers seeking to challenge decisions made by the Employment Development Department.

Duties of the position, according to the duty statement, include:
  • Plan, direct and control all board activities associated with IT
  • Formulate, implement and evaluate departmental policies and implement policies with significant impact on programs
  • Support IT business needs by working with program leaders to identify high-priority IT projects for the enterprise
  • Provide oversight and leadership to the Information Security Office, Infrastructure, Service Desk, Project Management Office and Application Development functions within the IT unit
The monthly salary range is $11,056-$13,439, and the application deadline is Jan. 15.
