He said Ladris “provides AI-enabled emergency management solutions that help make communities safer by offering advanced evacuation modeling, wildfire simulations and real-time citywide situational awareness and risk assessment.”

With over 25 years of experience in local government leadership — serving as both chief information officer and concurrently as director of Emergency Services — I bring a unique perspective on the intersection of technology, governance and disaster response to help ensure Ladris delivers impactful, real-world solutions.”
The award-winning technologist — he won a Local CIO of the Year Award at the 2016 California Public Sector CIO Academy* — has a deep background in government and has been extensively involved in professional organizations. He’s been a leader in the California Counties Information Services Directors Association, the California State Association of Counties and the National Association of Counties, among others.
He was also named one of Government Technology's* Top 25 Doers, Dreamers and Drivers of technology in government, and he’s received numerous other professional awards and commendations. In addition, Monaghan has served as an adviser to multiple government and educational entities.
Monaghan also has experience in the private sector, having worked on three startups before joining Nevada County government in 1999.

Monaghan, a resident of Nevada City, graduated from California State University, Chico with a bachelor’s degree in computer science, and he is an alumnus of the Certified Government Chief Information Officer program at the University of North Carolina at Chapel Hill.
His civic engagement includes having served as board president for Child Advocates of Nevada County; as IT Advisory Board member for Sierra College; member of the Cybersecurity Program Advisory Board at Cal State Chico; and vice president and board member for the Nevada County Arts Council.
Off the job, Monaghan can be found riding his mountain bike on and off the trails of the Sierra foothills.
