Video: Senate Budget Subcommittee Hearing on MyCalPays Project

Below is video from yesterday’s hearing of the Senate Budget Subcommittee #4 which heard the governor’s revised budget proposal on how to move forward after the State Controller’s Office in February canceled the contract with SAP, the vendor that was in charge of the MyCalPays project.  For more background starting from the Legislative Analyst Office’s (LAO) recommendations published at the start of the week, see Wednesday’s article posted here.

Options in front of Thursday’s senate hearing included:

  • May Revise budget proposal:  40 positions and $14.6 million for reconciliation efforts to fix errors for the 1300 employees and vendors that were part of the pilot program, and to pursuing legal proceedings against vendor SAP.
  • LAO recommendation:  Support the May Revise budget proposal with additional funding for an assessment of what went wrong, and possibilities on toward a new state payroll system, to be started right away instead of after legal issues have been resolved.
  • Committee staff recommendation:  Support the May Revise budget proposal except for funding to pursue legal proceedings, redirecting the savings toward an assessment to start right away.
The committee voted 3-0 in favor of the third option, the staff recommendation to redirect funding from legal efforts toward an assessment.

Subcommittee Chairman Richard Roth also said the legislature will begin its own assessment of the MyCalPays project in a few weeks.
