VoteCal contract to be awarded to CGI

The VoteCal project contract to create a new centralized, state-managed voter registration database, has been tentatively awarded to CGI, the Secretary of State’s Office has confirmed.

A final step in the procurement process, the Notification of Intent to Award has been issued, according to spokesperson Shannan Velayas.   Global IT consulting firm CGI will work as system integrator for the $53 million project.

Expected to be deployed in late 2015, the new system will allow the state and all 58 counties to register voters and maintain voter files through a unified system.  Currently, there are 58 separately maintained voter files throughout the counties.

The new system will bring California into compliance with the Help America Vote Act (HAVA) of 2002 which requires all states to use a centralized, statewide database that is maintained at the state level.  HAVA also requires the system to interface electronically with the DMV, California Department of Public Health, Employment Development Department and California Department of Corrections and Rehabilitation for voter identification and list maintenance purposes.
