Folsom-based Visionary Integration Professionals (VIP) this week announced a $1.11 million contract with the Department of Finance to “provide enterprise program and project management services for the Financial Information System for California (FI$Cal) project.”
VIP joins a group of IT firms providing services to the $600 million project that will eventually run the state’s financial systems. The FI$Cal project is an effort by the Department of Finance, the State Controller’s Office, the State Treasurer’s Office and the Department of General Services to use Enterprise Resource Planning software to modernize the state’s accounting, budgeting, cash management and procurement systems into a single statewide system, with the goals of saving hundreds of millions of dollars and improving transparency.
In March 2012, Accenture LLP won the $213 million contract to serve as the project’s system integrator.
In response to a request for more information about VIP’s scope of work and what other work private contractors are currently performing, a spokesperson for the project provided the following information:
Eclipse Solutions provides Independent Verification and Validation (IV&V) services to the FI$Cal Project. Eclipse is responsible for ensuring the Project uses industry best practices and standards, and that all FI$Cal requirements are met by verifying deliverables and validating the application.
Visionary Integration Professionals (VIP) provides Project Management Support services to the FI$Cal Project. VIP provides enterprise program and project management services to assist [Project Management Office] PMO in the successful management of the plans, processes, procedures and activities required to implement the new financial information system. VIP advises PMO in support of the Project Director on ERP project management methodologies and industry best practices.
Techaris Consulting provides Quality Assurance (QA) services to the FI$Cal Project. Techaris assists PMO in quality planning, assurance, control activities, and leads complex quality audits to ensure that QA standards and methodologies are followed.
M Corp provides Data Architecture services to the FI$Cal Project. M Corp provides expertise, methodologies, and tools to deliver complex data architecture services related to the Project’s ERP implementation.
International Business Machines (IBM) provides ERP Advisory services to the FI$Cal Project to assist the State in ensuring that its project roles and responsibilities are met, and ERP best practices are being followed. In addition, IBM works closely with Project Leadership to provide ERP expertise and recommendations to optimize the overall success of FI$Cal.
