In the 2019 State CIO survey, Grant Thornton, the National Association of State Chief Information Officers (NASCIO), and CompTIA interviewed 49 state and territory CIO’s on a range of issues. This year’s survey follows an election cycle with significant turnover in the ranks of many states’ most senior technology officials. A key theme that emerged from the survey was an increased focus on customers of the state CIO organization, whether they are state agency customers, local government partners or citizens taking advantage of state technology services. Customer needs and viewpoints were prevalent in many of the survey topics, whether discussing how CIO organizations structure themselves to respond to state customer needs, identifying the financial and economic models used to fund IT services or responding to citizen expectations of new and emerging technology.
