The Procurement Specialist will assist the State with all procurement tasks such as planning, Request for Proposal (RFP) development, developing requirements, establishing and maintaining the bidder’s library, assisting with bidder conferences, and any other procurement related tasks that could include developing documents required for the California Project Approval Lifecycle (PAL) process.

At least two (2) years of full-time equivalent (FTE) demonstrated experience within the last five (5) years developing procurement-related documents for IT project(s).
At least two (2) years of full-time equivalent (FTE) demonstrated experience within the last five (5) years developing technical and business requirements for IT project(s).
At least two (2) years of full-time equivalent (FTE) demonstrated experience within the last five (5) years as an editor of large, highly complex documents where multiple contributors or resources are required.
At least two (2) years of full-time equivalent (FTE) demonstrated experience within the last five (5) years leading in day-to-day project management activities, including facilitating meetings, developing status reports and project deliverables, participating in briefings, and communicating with internal and external stakeholders.
At least two (2) years of full-time equivalent (FTE) demonstrated experience within the last five (5) years facilitating workgroups to define business needs and system requirements, and documenting results.
