In January the California Department of Finance plans to begin posting Budget Change Proposals (BCP) submitted by state agencies and departments on its website, www.dof.ca.gov.
A BCP is a “is a proposal to change the level of service or funding sources for activities authorized by the Legislature, or to propose new program activities not currently authorized,” according to the department. BCPs sometimes include information about funding proposals for new and existing technology projects.
On the Department of Finance website, there will be a homepage button for approved BCP’s. Users will be able to search either alphabetically or by each agency or department’s four-digit organizational code.
Legislation this year from Assemblymember Jay Obernolte, R-Big Bear Lake, would’ve mandated posting BCPs online, but the governor vetoed the bill, citing the new Department of Finance webpage as the reason. The legislation was supported by the California Manufacturers and Technology Association and other business groups.
