The Office of Systems Integration is rebidding the maintenance and operations (M&O) contract for the Department of Social Services' Case Management Information and Payrolling System (CMIPS II).
The RFP documentation was released on Tuesday. The state's agreement with the incumbent contractor, Hewlett Packard Enterprise, ends in March 2018. The new contract could be extended as many as 10 years, through 2028.
CMIPS tracks case information and processes payroll for the department's In-Home Supportive Services (IHSS) program, which California says enables 513,000 qualified elderly, blind and/or disabled individuals to remain in their own homes instead of entering a health-care facility. The system supports the management of 423,000 active providers and is used by more than 5,000 end-users within state government and California's 58 counties.
The system integrator's core team is co-located with state staff at the CMIPS project management office in Sacramento. The Office of Technology Services hosts CMIPS' production environment in the state data center. The system currently uses Cúram’s case management framework and CGI Advantage ERP software as a service for payroll functions.
Stakeholders of CMIPS include the California Department of Health Care Services, Centers for Medicare and Medicaid Services, county offices, and the County Welfare Directors Association.
CMIPS was started more than 40 years ago, and a second iteration of the system — CMIPS II — was awarded in 2008. California and the system developer transitioned the modernized system to the maintenance and operations phase in 2014.
According to the bid document, California anticipates it will put new features into CMIPS during the lifetime of the new contract. The state is interested in more online and website features as well as improved help-desk reporting capabilities. The state also is interested in migrating CMIPS to CalCloud and its infrastructure-as-a-service offering.
Earlier this year the Brown administration requested several million dollars in additional spending authority to address storage increases and data center services for CMIPS. Caseloads are growing, officials say.
Final proposals for the CMIPS re-bid are due Jan. 10, 2017, according to the procurement's schedule. Dates are subject to change.
