February 2016 State IT Procurement Bid Update

Techwire’s summary of emerging bid opportunities and active IT bids in California state government:

1. The California State University system this month released an RFP to solicit proposals from qualified firms interested in providing between the 23 campuses with enterprise-level learning platforms and services (LPS). For several years, some individual CSU campuses have been using a combination of Moodle, Blackboard, WebCT and other products. But historically the Learning Management System (LMS) has been decentralized, with 23 different LMS integrations with PeopleSoft and each campus has had its own authentication system. 2. San Diego County is again rebidding its enterprisewide technology and telecommunications outsourcing agreement, a public-private structure that initially began in 1999. The county will choose a prime contractor from five prequalified vendors, including the incumbent Hewlett-Packard. The other four companies are Atos IT Solutions & Services; CGI Technologies & Solutions, Inc.; IBM; and Science Applications International Corp. (SAIC). This month the county released the bid document, and expects to award a contract in fall 2016. Read more here.

3. The California Public Employees' Retirement System (CalPERS) is soliciting bids from qualified firms to provide data backup and restore and disaster recovery services, including the implementation and management of a fully functional backup and recovery system located at CalPERS, and a proposer-run DR facility. This solicitation is being done in two phases. Firms that successfully completed the phase I solicitation in December 2015 are invited to participate in phase II. CalPERS plans to award a five-year contract for this bid. Read more here.

4. Late last month the State Treasurer’s Office released its request for offer (RFO) that will guide a new procurement and development approach for modernizing California’s Debt Management System. The bid document was sent to certified TIER 3 vendors on the Department of General Service’s Master Service Agreement list. Responses from those firms are due March 25. All Tier 3 vendors are qualified to bid on this contract opportunity. The new RFO features a project model with built-in, sequential work authorizations so that the state and its contractor can take advantage of contract “off ramps” should the situation call for it. 5. The Franchise Tax Board (FTB) on Thursday announced it is searching for potential vendors to provide a “data archive solution for structured data relating to the Personal Income Tax program.” “FTB intends to implement an enterprise-wide secure data archive solution for personal income tax data that will be scalable to other types of data in the future,” said the announcement.
