October 2015 IT Procurement Update

Six noteworthy developments in California state and local government IT procurement:

1. The California Department of Justice is seeking data collection services for the Controlled Substance Utilization Review and Evaluation System (CURES) 2.0 and the CA DOJ Prescription Drug Monitoring Program (PDMP). Specifically, according to the statement of work, “the contractor will develop and maintain a fully functional web-based Direct Dispense Application capable of capturing Schedule II - IV prescriptions filled and dispensed by pharmacies and direct dispensers in the state of California.” Responses to the RFQ are due Oct. 20.

2. The California Secretary of State is seeking testing support services to help evaluate Elections Systems & Software (ES&S) Unity 3.4.1.0 Voting System for its suitability for use in California. The scope will include functional testing, source code review, and system vulnerability and penetration testing. The RFQ was released on Oct. 12 and responses are due Oct. 26. The primary election will occur in June 2016.

3. On Oct. 2 the DMV issued an invitation for bid for a project that will convert select Department of Motor Vehicles (DMV) Driver Safety (DS) locations currently using a paper-based work and storage process to an electronic workflow process utilizing the department’s Enterprise Content Management (ECM) system. Responses are due Oct. 30.

4. The California Department of Corrections and Rehabilitation issued an RFI on Oct. 8 for comment about an end-to-end job application and examination system. Called the Candidate Application Processing System (CAPS), the system includes “submitting a job application via web access portal, passing qualifications gateways, and workflow including scheduling and documentation for written exam, psychological testing, medical testing, physical fitness testing, and background investigation ending with appointment to the classification.” Responses to the RFI are due Nov. 6.

5. On Oct. 14 the Office of Systems Integration released a RFI for auditing of the Welfare Client Data
System (WCDS) consortium, part of the Statewide Automated Welfare System (SAWS) project that administers the automation of public assistance programs for the state of California. The WCDS consortium’s CalWIN system is managed by 18 consortium counties. RFI responses are due Oct. 21.

6. The Sacramento Area Council of Governments (SACOG) recently released an RFI for a regional bike share system. The system would initially operate in Sacramento, West Sacramento and Davis, according to the document released Sept. 29. The system might also serve Sacramento City College, California State University, Sacramento, and UC Davis. Bike share systems typically need docking technology, smartphone applications and payment systems; some use smart bike technology, open data and near‐field communication (NFC).
