State Wants Human Resources Software in the Cloud

The Department of Technology is looking to add cloud-based software for human resources functions to its service catalog available to state agencies and departments.

“State departments procure HR tools separately. Some state departments have IT and monetary resources that others do not. This has led to a multitude of disparate systems. Some departments still have not automated any HR functions,” the bid document says.

This bid is the first of a series of Vendor Hosted Software Solutions (VHSS) the Department of Technology plans as part of its revised approach to the state’s private cloud and its overall cloud strategy. Additional bids for collaboration tools, customer relationship management (CRM), identity management, and learning management systems also will be released in the future, the department announced Tuesday.

Interested bidders must self-certify by Nov. 16 that they’re compliant with National Institute of Standards and Technology (NIST) standards, the state of California’s special cloud provisions, and other requirements. The last day to submit draft bids is Dec. 4.

Responsive bidders will be awarded initial contracts of $100,000, subject to change based on how much each software platform is used by state customers.

Three months ago the Department of Technology changed course and said it intends to act as a broker of different cloud services offered by multiple cloud providers in areas such as platform as a service (PaaS) or software as a service (SaaS).
