Status Update: California’s 5 Biggest IT Projects

Checking in with the state's most expansive technology projects by dollar amount, and looking ahead to 2016.

1. Financial Information System for California (FI$Cal) - Department of Finance - $672.6 million

Work continues on the state’s enterprise financial accounting, budgeting and procurement system. The state is preparing to launch the new procurement mode, called Cal eProcure, this winter. Vendors will be able to submit bid responses online, view bids in the California State Contracts Register and maintain user profiles. The Fi$Cal project team also is getting ready for its Wave 3 release, which will bring a dozen departments  such as the Controller’s Office and Treasurer’s Office  onto the new system in July 2016.

2. Enterprise Data to Revenue (EDR) Project  Franchise Tax Board  $565.9 million

Project closeout activities are underway for the EDR project, which started in 2011. The project is automating, digitizing and modernizing the Franchise Tax Board’s business processes, enhancing data capture and modernizing the management system for the filing of tax returns. FTB reports the system has generated more than $1 billion in new revenue. The board delayed the launch of My FTB  a tool that will give taxpayers, tax practitioners and other stakeholders online access to their key tax information  from September 2015 to January 2016 to work on security enhancements.

3. LEADER Replacement System  Health and Human Services Agency $473.4 million

The project is replacing the existing Los Angeles Eligibility, Automated Determination, Evaluation and Reporting (LEADER) automated welfare system with newer technology for users in Los Angeles County. In October the Los Angeles County Department of Public Social Services (DPSS) announced it will pilot the modernized system in two public assistance district offices, one in West Los Angeles and one in South Los Angeles, with full countywide implementation planned in waves through late 2016. The system was designed and developed in collaboration with the Statewide Automated Welfare System (SAWS) Consortium-IV, one of three statewide welfare systems in California. The LEADER replacement project was initiated in 2005.

4. CA Medicaid Management Information System (CA-MMIS)  Department of Health Care Services  $458.6 million

The California Medicaid Management Information System (CA-MMIS) appears to be in flux after the project’s vendor reported last month that it’s unlikely to finish the system entirely. Xerox, the primary contractor working on the $1.7 billion case management system, announced on Oct. 13 it is “probable that it will not fully complete the implementation of the platform” in California. The Department of Health Care Services informed the vendor in September that it has not met a rollout deadline for the system’s 2.0 release.

5. CWS New System (CWS-NS) Health and Human Services Agency  $449 million

The California Health and Human Services Agency’s Child Welfare Services  New System Update will automate and create a Web-based solution to replace the current CWS system. According to a September project update, a final draft RFP has been completed and is being reviewed by the California Department of Technology. The bid opportunity is scheduled to be released this month (November).
