Agency Seeks Pricing for Centralized Accounting and Payroll Platform Services

The platform serves as a one-stop shop for all state agencies’ finance, human resources and payroll-related needs.

The agency responsible for serving as the state’s chief tax collector has issued a request for offer (RFO) to solicit pricing for Centralized Accounting and Payroll/Personnel System (CAPPS) application and infrastructure managed services.

For context, CAPPS is the statewide enterprise resource planning (ERP) system created by the Texas Comptroller of Public Accounts (CPA) project team.

The platform is a centralized system for all state agencies’ financial, human resources and payroll administration services.

In terms of the CPA’s RFO, a vendor must be able to support the following:

  • Transition-in services
  • CAPPS production services daily operations
  • CAPPS customizations
  • Infrastructure growth
  • Expansion projects for CAPPS core modules

If so, the CPA will review the vendor’s offer and determine whether they are awarded the contract based on pricing.

The contract would run from the award date through Sept. 30, 2029, with the CPA’s option to extend for five additional one-year periods.

As for anticipated timeframes, the RFO posting will be in January, and the contract will be awarded in October.
