Angelo State RSOC Requires Student Collaboration in New RFP

Angelo State University (ASU) is seeking a vendor to design, develop and implement an interactive data dashboard for its Regional Security Operations Center (RSOC).

The RSOC, based at ASU, provides cybersecurity services to public education entities and other state-funded organizations across Texas in partnership with the Department of Information Resources.

The agency previously emphasized the importance of expanding the RSOC program to serve smaller government entities that may lack in-house cybersecurity capabilities. There are currently three RSOCs operating in Texas: at Angelo State University, the University of Texas at Austin and the University of Texas Rio Grande Valley.

The request for proposals (RFP) describes the RSOC as both a security resource and a workforce development initiative, employing student analysts to provide real-time cybersecurity support.

In line with that mission, the dashboard project will require the selected vendor to work alongside ASU students throughout the development process. Proposals must include a plan for incorporating student engagement, with consideration given to the proposer’s physical location and approach to collaboration.

The dashboard is intended to improve data analysis, reporting and performance monitoring. ASU currently manages its cybersecurity data internally, which it says limits efficiency and scalability. The new solution is expected to address that by integrating with existing Microsoft enterprise systems and other tools already in use, including ServiceNow, Okta, CrowdStrike, Darktrace and Centripetal AI.

According to the RFP, the university may select one or two vendors. Key technical requirements include compliance with security and privacy standards such as the National Institute of Standards and Technology (NIST), Cybersecurity Maturity Model Certification (CMMC) and FedRAMP, as well as the ability to support data encryption, access controls and multiplatform interoperability. Proposers are also asked to provide examples of key performance indicators that could be tracked through the dashboard.
