The Austin City Council approved six technology contracts with combined maximum values of more than $38.4 million Thursday, covering enterprise software, cybersecurity, police training, flood monitoring, ethics filings and contract compliance.
The largest authorization is a citywide VMware contract with GTS Technology Solutions Inc. for software platform licenses, maintenance and support. The agreement has an estimated first-year cost of $6.3 million and includes four one-year options at the same estimated amount, bringing its maximum five-year value to $32 million. Funding for the first year is available in the fiscal year 2026-27 operating budgets of various city departments, with future funding contingent on available budgets.
Council members also approved a separate contract with GTS Technology Solutions Inc. for Imperva cybersecurity and data protection software support for Austin Technology Services (ATS). The agreement has an estimated first-year cost of $450,000 and four one-year options at the same estimated amount, for a maximum value of $2.3 million.
Austin Police received authorization for an Acadis system contract with Envisage Technologies LLC. The law enforcement training records and learning management system has an estimated first-year cost of $200,000 and a maximum five-year value of $1.3 million. The city said the system tracks officer training and course results and supports compliance with state training requirements. Envisage is the city's current provider and the new contract will replace an agreement that expires Oct. 21.
The council also approved a contract with The Sanborn Map Company Inc. for development, implementation and support of the ATX Floods platform, the city's public flood-monitoring and low-water-crossing alert system. The agreement includes an initial two-year term estimated at $686,000 and three one-year options, for a maximum five-year value of $1.2 million. The platform displays camera feeds from low-water crossings and near-real-time information about flooding, dangerous road conditions and closures.
Two other approvals cover administrative systems. Austin Small and Minority Business Resources received authorization for a contract worth up to $815,000 with AskReply Inc. (B2Gnow), for cloud-based certification management and contract compliance software. The City Clerk's Office received approval for an electronic ethics filing system from RFD & Associates Inc. under a contract worth as much as $1.2 million. Council member Marc Duchen abstained from the vote on the ethics filing contract.
ATS will also maintain and update the Capital Area Emergency Communications District's 911 Geographic Information System database under an interlocal agreement with the Capital Area Council of Governments. The agreement will generate $659,372 in revenue for the FY 2026-27 ATS operating budget.
The technology contracts were approved as part of the council's consent agenda without separate discussion of the individual items.
