Brent Spikes Promoted to VP of Business Development at PMCS Services

PMCS Services has promoted Brent Spikes to vice president of business development, elevating a longtime Texas government technology leader after just more than a year with the company.

Spikes joined PMCS in April 2025 as business manager following nearly 25 years with Texas Health and Human Services, where he held a series of project management and leadership roles, including oversight of major Medicaid and Children's Health Insurance Program projects, enterprise consolidations and project management office operations.

During his state career, Spikes helped lead the consolidation of 12 state agencies into five, managed multiple Medicaid program expansion initiatives and supported early biometric technology pilots. Since joining PMCS, he has overseen the company's Americans with Disabilities Act compliance project for the Texas Department of Information Resources and will now lead business development efforts with a focus on public-sector partnerships, AI, cybersecurity and accessibility.

PMCS CEO Madhu Basu told Industry Insider — Texas that Spikes' promotion reflects a longstanding commitment to serving government clients.

Spikes brings nearly 30 years of experience in automated systems and technology projects. He holds expertise in project management, government procurement and business transformation.
