Comptroller Adds Amberle Carter to IT Leadership Roster

Carter took on the data management officer role earlier in August, and she will build data governance and ensure compliance at the agency.

Amberle Carter made a mid-month move to data management officer at the Comptroller of Public Accounts (CPA) after serving a year with the Department of Family and Protective Services (DFPS), according to her LinkedIn profile.

The CPA’s data management officer is a director role, according to a recent job posting, and Carter will collaborate closely with the agency’s CIO and CISO.

The position, a mandate for agencies with at least 150 employees, was codified by the 87th Legislature. A data management officer ensures compliance, establishes agency data governance and updates the Texas Open Data Portal.

Carter has held public-sector IT and business analysis roles at the Texas Health and Human Services Commission and the Department of Aging and Disability Services and the Department of Public Safety. She also served as DFPS’ chief data and analytics officer.

She speaks throughout the state and beyond, sharing her knowledge about data and AI best practices. She is a regular speaker at the Texas Association for Strategic Solutions and Collaboration in Computing (TASSCC) and is a member of the AIM Leaders Council, an international AI organization.

Carter is slated to speak at the Sept. 5 State of Technology — Texas Industry Forum in Austin.
