Comptroller Looking to Replace Statewide Financial System

The Comptroller of Public Accounts (CPA) has issued a pre-solicitation notice for the Centralized Accounting and Payroll/Personnel System (CAPPS) State of Texas Accounting and Reporting Resource (STARR) project, which will replace the Statewide Financial System.

The Statewide Financial System includes the Uniform Statewide Accounting System (USAS), which “tracks accounts payable and receivable, general ledger, grant accounting, project accounting, and contract accounting for the state of Texas,” and the Texas Identification Number System (TINS), which “stores information that is used to pay claims, maintain a history of payments and prevent the payment of a claim to persons or entities indebted to the state of Texas,” according to the notice.

The scope of the intended request for offers (RFO) may include licensed software, cloud storage, application development and other services.

The Legislature appropriated $18 million for the biennium for the replacement of USAS and TINS in its budget bill, HB 1.
