Criminal Justice Department to Seek New Inmate Telephone System

The agency is out with a pre-solicitation for the project. According to the agency's Legislative Appropriations Request for Fiscal Year 2026-27, the department is requesting $22 million for telephone system upgrades.

The Texas Department of Criminal Justice (TDCJ) has issued a pre-solicitation notice of its intent to procure a new telephone system for inmates in TDCJ-operated facilities.

According to the brief notice, the agency seeks a vendor that will install, operate, manage and maintain a fully comprehensive telephone system solution. The proposed solution must include staffing, infrastructure, hardware, software, transportation and other related services.

According to TDCJ’s Legislative Appropriations Request for Fiscal Year 2026-27, the department is requesting $22 million for telephone system upgrades.
