CSEC Director of IT Named CIO of the Year

Commission on State Emergency Communications Director of IT Grace Ruwwe and public-sector IT leaders from various agencies were recognized for their contributions to the state’s public service.

Grace Ruwwe, director of information technology for the Commission on State Emergency Communications (CSEC), was named CIO of the Year at the Texas IT Leadership Forum in Austin.

Ruwwe has spent the past nine years at CSEC, where she has emphasized a people-first approach to technology leadership. Known for her collaborative style and mission-driven focus, she has worked to ensure that technical services and grant support for 911 programs and poison control centers across Texas are aligned with the agency’s operational goals. Ruwwe’s efforts have centered on optimization, stakeholder engagement and continuous professional development, which have helped strengthen service delivery at one of the state’s smallest but most critical public safety agencies.

John Hoffman, chief technology officer for the Texas Department of Information Resources (DIR), was named CTO of the Year.

Hoffman has served in various leadership roles at DIR for 15 years and currently leads the agency’s long-range technology strategy. He is known for bringing a forward-looking perspective to statewide IT planning and for actively engaging with peers across other states to share best practices. His work has helped shape how state agencies in Texas approach emerging technologies and evolving customer needs.

The Innovative Leader Award was presented to:
