Dallas College Plans $88M in Tech Investments for 2026

Dallas College is committing $88 million to information technology and digital infrastructure in its approved budget for Fiscal Year 2025-26.

The funding spans capital projects, reserve allocations and planned procurements, with investments targeting cybersecurity, cloud platforms, enterprise systems and instructional modernization.

The capital budget includes $29.8 million for IT infrastructure enhancements to support network modernization, wireless upgrades and back-end systems across the district. The new capital budget represents a 28 percent decrease from the previous year’s total.

Another $29.8 million will be drawn from cash reserves to fund technology-specific initiatives. These include $10.5 million for academic equipment and classroom technology, $10 million for a districtwide Wi-Fi refresh, $5.7 million for Workday implementation, $2 million for cybersecurity enhancements and $1.6 million for enterprise and AI governance efforts.

Dallas College has budgeted $28 million for competitive procurements through request for proposal (RFP) processes in FY25-26. These projects span enterprise systems, artificial intelligence, student engagement platforms and digital infrastructure. Each will be issued as a new solicitation during the fiscal year.

The following RFP-designated technology projects exceed $1 million in planned spending:
  • Workday Application Management Services Partner: $3.4 million
  • AI Engagement and Advancement: $2 million
  • Website Redesign: $2 million
  • Operational Efficiency Solutions: $2 million
  • Virtual Personal Assistant Solution: $1.5 million
In total, at least 37 projects are planned for procurement in the fiscal year, not all of which are IT-related. These include efforts to deploy AI-driven tools for academic guidance and operational support, expand two-way student messaging platforms, modernize course design and implement data governance and cybersecurity assessment systems.
