Dallas County IT Leadership Remains in Limbo

The county has been without a full-time CIO for more than a year, and the CISO left in March.

Dallas County is paying for augmented staff contracts in its IT and information security offices; however, the department’s leadership positions apparently remain unfilled.

The county’s chief information officer position has been vacant a year, although there was an interim in place for a few months beginning in December.

Fortium Partners provided interim CIO services with the Commissioners Court voting for Dec. 12 and March 5 agreements. The court agreed in both to pay $275 an hour, not to exceed $50,000, for Catherine Maras’ interim services.

The contract hasn’t appeared again in its public-facing documents, and an email to Maras’ assigned Dallas County email bounced. Telephone calls and emails requesting updates on the county’s plans to hire a replacement or name an interim weren’t returned.

Chief Information Security Officer Collins Dibaki is also gone, according to his LinkedIn profile. He was CISO from January 2022 until March 2024. There is an expired job posting for the position on LinkedIn.

In recent court meetings, agendas included contracts for several IT and cybersecurity employees with Ignite Consults, Red Zone Resources, Catapult Solutions Group and ROVUST Solutions.
