Department to Seek Mobile Digital Video Recording Systems, Other Tech

Gear would be used for high-quality evidence-admissible video and audio recording of traffic stops, criminal acts and surveillance activities.

A Texas department will release a request for offer (RFO) on Oct. 21 for mobile digital video recording systems, accessories and related services.

The Department of Information Resources (DIR) will use the equipment to provide DIR-eligible customers a way to provide high-quality, evidence-admissible video and audio recording of critical events such as traffic stops, criminal and surveillance activities and public contacts.

These systems shall be used in many different places such as law enforcement cars, buses or multipassenger vans. The systems may also provide key metadata information such as vehicle speed and GPS coordinates.

For the purposes of this solicitation, mobile digital video recording systems, accessories and related services include:
  • Software
  • Batteries
  • Mounting hardware
  • Cabling
  • Storage capacity
  • Add-on components
  • Crash sensor interfaces
  • Monitors
  • Microphones
  • Wireless transmitters and receivers
  • DVD/DVRs
  • Chargers
  • Flash card storage
  • Compatible cameras
  • Networking services, including installation, security and maintenance
  • Counter-surveillance equipment and supplies
  • Surveillance services
  • Training services

DIR may make a single award or multiple awards.
