DIR Deputy Director Steve Pier Named Head of Workforce Commission

Steve Pier, who has served as the Texas Department of Information Resources’ (DIR) deputy executive director and deputy state chief information officer since 2019, has been appointed executive director of the Texas Workforce Commission (TWC).

Pier’s transition marks a move from the state’s lead technology agency to one of its largest workforce and economic development organizations. In a public statement, DIR credited Pier with driving strategic initiatives in government relations and risk and compliance, and noted his influence across nearly all aspects of the agency’s operations.

"DIR is proud to see Steve chosen to lead an agency as vital to Texas’ economy and the state’s workforce development as the Texas Workforce Commission," the agency's statement reads. "His new position is a direct reflection of the talent and leadership he brought to DIR."

During his tenure at DIR, Pier was recognized for his policy expertise and leadership in guiding the agency through technology modernization and governance. His contributions are expected to leave a lasting imprint on DIR, particularly in areas related to program integrity, strategic planning and interagency collaboration.

According to the Texas State Directory, Pier brings to his new role years of experience in public administration and legislative policy. Prior to joining DIR, he held multiple positions in the Texas Senate and House of Representatives, including roles as a legislative director and committee clerk. He also served as director of government relations for the Teacher Retirement System of Texas and later as a policy adviser and deputy legislative director in the Office of the Governor.

As executive director of the TWC, Pier will lead an agency responsible for providing workforce development services to employers and job seekers across the state. The commission also oversees unemployment benefits, job training programs and partnerships with educational institutions to support Texas’ evolving labor market.

DIR described Pier’s new appointment as “a direct reflection of the talent and leadership he brought to DIR” and emphasized the continuity of its mission through the agency’s remaining leadership team.

Pier’s appointment follows the recent announcement that DIR Executive Director and state Chief Information Officer Amanda Crawford will depart the agency to serve as Texas Insurance Commissioner.
