The Department of Information Resources (DIR) has released a request for offers (RFO) for vendors to provide emergency preparedness and disaster recovery technology products and services through its Cooperative Contracts program.
The solicitation covers a broad scope of IT solutions designed to help public entities respond to and recover from crises. This includes everything from mobile command centers and communication systems to cloud-based data recovery and incident response services.
Through its Cooperative Contracts program, DIR enables state agencies, local governments, school districts and other public organizations to procure vetted technologies at volume-discounted pricing. Contracts under the program generated more than $9.7 billion in sales over the past three fiscal years. Purchases specific to emergency preparedness and disaster recovery accounted for about $58 million in Fiscal Year 2024 alone.
The RFO outlines a wide array of in-scope offerings. Products include emergency alert systems, disaster identification systems, mass communication systems, unmanned vehicles, mobile and static command centers, data vans and various sensor and monitoring technologies.
Services sought under the RFO include data backup and recovery, wireless alert platforms, cybersecurity incident response, business continuity planning, and disaster recovery as a service (DRaaS).
Vendors may also offer related services such as product installation, training, managed services and support, provided they are tied to products within the scope of the RFO.
Custom software development, cloud brokerage, standalone professional services and any technology listed on the state’s prohibited software list are not within the scope of this RFO.
