DIR Seeks Cooperative Contracts for End-User IT Outsourcing Services

The Texas Department of Information Resources (DIR) has issued a request for offers (RFO) seeking vendors to provide end-user IT outsourcing services through the agency’s Cooperative Contracts Program.

According to the newly released solicitation, vendors selected through the procurement will be eligible to offer a wide range of services supporting end-user computing environments, including desktop and asset management, help desk support, mobile device management, hosted virtual desktops and related software and security services.

DIR currently maintains multiple contracts in this category and is aiming to refresh or expand its pool of vendors. The program generated more than $27 million in end-user IT outsourcing services sales during the 2025 fiscal year, according to the solicitation document.

The solicitation outlines five primary service categories:
  • End-user IT management
  • IT asset management
  • Desktop outsourcing and management
  • Integrated IT and facility support
  • Miscellaneous services
Offerings may include 24/7 remote and on-site support, device provisioning, backup and recovery, acquisition or lease of equipment, virtual desktop infrastructure, and identity and access management. Vendors are also expected to support emerging technologies such as AI and cloud-based services where applicable.

Awarded vendors will enter into Master Cooperative Contracts and will be eligible to provide services directly to DIR’s eligible customers, which include Texas state agencies, local governments, K-12 and higher education institutions, and other public-sector organizations. Customers will manage their own procurements under these contracts, issuing purchase orders and negotiating service-level agreements directly with awarded vendors.
