The Texas Department of Information Resources (DIR) has released a request for offers (RFO) for Flood Early Warning Systems (FEWS) technology solution products and services under its Cooperative Contracts Program.
The solicitation focuses on flood detection and communication technologies, including stream and precipitation sensors, radar-level and ultrasonic monitoring equipment, data loggers, telemetry systems using cellular or satellite signals and GIS-based mapping and modeling software.
DIR is also seeking emergency notification platforms, hydraulic modeling tools and software for real-time monitoring, sensor integration and alert dissemination. Supporting services such as implementation, software configuration and data analysis are also in scope.
This is a new category for DIR’s contracting program, which previously had no FEWS-related contracts. While no historical sales data exists for this category, DIR’s Cooperative Contracts Program as a whole generated more than $3.4 billion in purchases in fiscal year 2024.
Eligible customers include state agencies, local governments, school districts, public hospitals and other authorized entities. Master Cooperative Contracts awarded through this RFO will carry no minimum purchase commitments and will allow public-sector buyers to negotiate directly with selected vendors.
