DIR to Issue Cooperative Contracts for End-User IT Outsourcing Services

The Texas Department of Information Resources (DIR) is preparing to issue a solicitation for vendors to provide End-User IT Outsourcing Services through its Cooperative Contracts Program.

According to the agency’s pre-solicitation notice, the forthcoming request for offers (RFO) will cover a wide range of services supporting end-user computing environments, including equipment provisioning, desktop outsourcing, asset tracking, service desk operations, on-site and remote support, maintenance, mobility, hosted virtual desktops and associated software and security services.

DIR currently maintains 20 active contracts in this category and is seeking to refresh or expand its vendor pool. According to DIR, the program generated $3.4 billion in sales in the 2024 fiscal year across all categories.

The solicitation is expected to attract providers with experience in service delivery across multiple public-sector environments.

Awarded vendors will be eligible to offer services to Texas state agencies, local governments, K-12 and higher education institutions and other eligible organizations. Customers will issue their own purchase orders directly to vendors and may negotiate custom service-level agreements.

The expected schedule of events for COOP2025SOL-00003 is as follows:
  • RFO published on Electronic State Business Daily on Nov. 20
  • Optional vendor conference Dec. 1
  • Questions due by Dec. 8
  • RFO submissions due by Jan. 21, 2026
DIR will host a Cooperative Contracts Program Marketing Forum at 10 a.m. Oct. 14. The remote event will cover solicitation requirements, HUB (Historically Underutilized Business) program details, accessibility standards and offer a forum for vendors to provide feedback on prior RFOs.
