DIR to Solicit Cooperative Contracts for Flood Early Warning Systems

The Department of Information Resources (DIR) is preparing to release a solicitation for vendors capable of providing flood early warning systems (FEWS) technology through its Cooperative Contracts Program.

According to a recently published pre-solicitation notice, the forthcoming request for offers (RFO) will seek solutions that combine real-time data collection, modeling, analysis and communications tools to detect, forecast and alert for flood events. The aim is to help public-sector entities mitigate risk and protect infrastructure, lives and property.

The solicitation is expected to attract responses from both resellers and manufacturers offering software, equipment and related services. The scope will include FEWS, emergency communications systems, threat alert software, risk modeling tools and integration services.

Under the Cooperative Contracts Program, public-sector customers can purchase technology products and services at volume-discounted prices. According to DIR, the program generated $3.4 billion in sales in the 2024 fiscal year across all categories.

  • RFO published on Electronic State Business Daily on Sept. 18
  • Optional vendor conference at 10 a.m. Oct. 2
  • Questions due by 5 p.m. Oct. 19
  • RFO submissions due by 2 p.m. Nov. 4
