El Paso County Juvenile Probation Requests Proposals for GPS Monitoring Systems

El Paso County has issued a request for proposals (RFP) on behalf of its Juvenile Probation Department (JPD) for GPS and alcohol monitoring systems.

JPD is requesting tamper-resistant GPS and alcohol monitoring ankle and wrist devices capable of communication between the department and participants.

The devices’ GPS must have beacon capabilities with motion detection, access to range change settings, an internal backup battery system with activity memory storage and high alerts sent via email or mobile device within 15 minutes of an event. Devices must have a three-year battery life and should not require external power.

The department needs the devices to produce readable reports of locations, violations, alcohol use, device tampering and automatic notifications. Reports must be customizable to the department’s needs, with access to archived reports remaining available for a three-year time frame. Device charging history must also be reported for the past seven days.

A minimum of six satellite tracking points for determining device location have been requested. Device GPS is expected to be accurate within 6.5 feet within optimal conditions and within 50 feet under normal operating conditions.

Report storage must be cloud based with no on-site servers.

A mobile application providing access from any device, real-time reporting and automatic notifications via SMS and email has also been requested. The application should be both Android and Apple smartphone compatible.

JPD has requested 24/7 access to local technical support and annual training on any hardware or software updates, including online training access with unlimited sessions.

According to the RFP, the county is seeking to award a three-year contract with a renewal option for two more years. One or more contracts may be awarded to qualified proposers.
