H-GAC Seeks AI Consulting for National Cooperative Contract

The Houston-Galveston Area Council (H-GAC) is looking to establish cooperative purchasing contracts for artificial intelligence consulting services under its HGACBuy program.

According to an H-GAC solicitation, the council aims to create a pool of qualified vendors who can offer both targeted services and turnkey solutions that support AI adoption across public-sector organizations. Services may be procured individually or as part of broader projects that include implementation, training and maintenance agreements.

Vendors will be expected to help HGACBuy members integrate AI and business intelligence into their operations through managed services and strategic planning. Targeted service areas include system design, data modeling, dashboard development, platform administration, cost optimization and compliance.

Proposals should reflect the ability to provide cross-platform expertise and long-term knowledge transfer to public agencies with varying levels of maturity in AI readiness.

H-GAC anticipates awarding multiple indefinite-delivery, indefinite-quantity contracts, each with an initial term of four years, plus a potential one-year extension. No usage minimums are guaranteed, and participating customers will contract directly with awarded vendors on an as-needed basis.

Sales may be made nationwide to eligible cities, counties, school districts and nonprofit organizations, provided they comply with applicable state procurement laws.

A non-mandatory virtual pre-proposal conference will be held via Zoom at 2 p.m. Nov. 20, with questions due by 12 p.m. Nov. 24. Proposals must be submitted by noon on Dec. 18.
