Harris County Budgets $54M+ in 2026 for Tech

Harris County’s budget for Fiscal Year 2026 includes more than $54 million in technology-related funding across departments, with allocations spanning operational IT services, public safety platforms, court systems and enterprise infrastructure.

The county’s Universal Services department, responsible for providing centralized IT services, is set to receive $141 million in base funding, $17 million of which is set aside for IT. Additional support includes $32 million for utilities and lease agreements tied to data centers and facilities.

Separately, $11 million in commercial paper will support the Enterprise Technology Asset Management (ETAM) program.

Technology priorities extend across departments. Public Safety Technology Services is budgeted at $24 million, covering systems that support dispatch, digital evidence management and communications for law enforcement and emergency services.

The Justice Courts are funded at $1.5 million for tech upgrades to support case management, digital workflows and courtroom access. An additional $425,000 is allocated for County District Technology, supporting IT needs across the county’s district-level functions. The District Clerk’s Office is slated to receive $35,000 for court technology improvements.
