Harris County CIO Takes Lead of Universal Services Division

Sindhu Menon takes role after the former director was terminated.

The Harris County website shows a change in Universal Services Division leadership as Gen. Rick Noriega was fired this week from the county, where he was the division’s executive director for almost two years.

The termination letter was posted Tuesday by ABC 13 KTRK-TV in Houston, stating county leadership dismissed Noriega for not completing mandatory sexual harassment training.

Sindhu Menon, who joined Harris County just more than a year ago as CIO, is now listed on the division's website as interim executive director/CIO of Universal Services. She was originally brought in to “turn around its troubled IT operations,” Noriega told Government Technology last year.

Menon joined Harris County Universal Services as the first female CIO and was previously CIO for Raleigh, N.C., and College Station.

Universal Services provides IT and fleet support across Harris County with solutions to optimize business and operating models of supported agencies, according to the website.

There are about 500 employees in the division, according to Noriega’s LinkedIn profile, and the county has a total 17,774 full-time staff.

Noriega also served as Texas House member for District 145 from 1999 to 2009, where he sat on committees including House Appropriations. He is a retired U.S. Army major general and was CEO for Ronald McDonald House Houston.

The county's interim administrator, Menon and Noriega were unavailable for comment Wednesday.
