Harris County Education Department Requests E-Procurement Software

Contracts established from this solicitation will be made available to more than 2,500 members of the department's national cooperative purchasing program.

The Harris County Department of Education (HCDE) is seeking electronic procurement software for use by more than 2,500 members of its national cooperative purchasing program, Choice Partners.

According to the program’s website, Choice Partners navigates procurement on behalf of members, granting them access to contracts without the bidding process.

The county’s request for proposals (RFP) details a web-based platform specifically designed for government entities. Primary features to be included are vendor profile management, bid notifications, solicitation management, sealed bid submission and any other related services that add value to the proposed contract.

The solution should allow vendors to register at no cost to submit bid responses electronically. System users should have solicitation creation, management and posting capabilities.

More detailed information about RFP No. 25-039MF, including all submission requirements and requests, can be found online. A virtual pre-proposal meeting is scheduled for 10 a.m. May 22.
