Harris County, the largest county in the state, is surveying vendors regarding Integrated Justice Information Systems (IJIS) in preparation for modernizing its judicial web system, JWEB.

Through a request for information (RFI), the county aims to gather details on available technologies and best practices for an integration platform that could support a wide range of justice system stakeholders. The initiative is part of a broader strategy to improve the reliability, security and functionality of Harris County’s digital justice infrastructure.

JWEB currently serves as the central system for more than 100 courts and multiple agencies, including the Sheriff’s Office, District Attorney, Public Defender, Juvenile Probation and Pretrial Services. The county processes more than 70,000 civil cases annually and over 30,000 criminal cases through the platform each month.

Officials are now looking at future-ready systems that can maintain public access, ensure compliance with Criminal Justice Information Services standards and provide seamless integration across departments.

Respondents are being asked to submit information on system capabilities such as technical specifications, integration methods, security features, scalability, accessibility and user interface design. The county is also requesting overviews of available pricing models as well as case studies showing past implementations of similar platforms in comparable environments.
