Harris County, the most populous county in the state, has released a request for proposals (RFP) for a centralized contract life cycle management system (CLMS).
The requested system is meant to merge the contract management efforts of the county’s 34 cities under one system.
According to the solicitation, “Harris County currently manages approximately 15,000 contracts (active and expired/archived) and adds approximately 3,300 new active contracts per year.” The new system at a minimum should be capable of handling the county’s current contract volume.
The county requires a CLMS that allows for mass upload of legacy contracts, full-text searching of contracts, multiple fee structures within the same contract, bypass approvals, metadata capturing, administrative-based configurations and Outlook document attachments, among other requirements.
The system must also include an integrated vendor compliance system, a single document repository, system administration delegation capabilities, mobile access, role-based alerts and more.
Integration requirements include LawBase, Microsoft Active Directory, PeopleSoft, Bonfire, Unifier, e-signature tools and a to-be-determined vendor portal.
