Hays County Names Chris Ulibarri IT Director

Hays County has hired Chris Ulibarri as its IT director, bringing in a public-sector technology leader with experience in enterprise applications, data services and infrastructure modernization.

Ulibarri joins Hays County after nine years with Travis County, where he served as a division director within IT Services. He led teams responsible for software development, enterprise application support and data services while overseeing projects that included a justice system implementation, the launch of a data analytics program, IT service management improvements and a redesign of the county’s public website.

Before joining Travis County, Ulibarri spent 12 years as director of technology implementation at the University of Texas at El Paso.

The appointment comes as Hays County works to align its technology operations with a new strategic plan and continued population growth. Ulibarri said his initial focus will be learning from the county’s IT staff, supporting departmental technology needs and strengthening cybersecurity.

“We have a talented team of IT professionals, and I want to understand what’s working and where they need support before making big changes,” Ulibarri said in the county’s announcement. “Beyond that, my priorities are delivering on the technology initiatives in the county’s new strategic plan, strengthening our cybersecurity posture as the county grows and making sure every department has the tools and support they need to serve residents well.”

Hays County Judge Ruben Becerra said Ulibarri’s professional background and connection to the community were factors in the hiring decision. Ulibarri lives in Buda and serves on the city’s Planning and Zoning Commission. He also chairs the advisory school board at Santa Cruz Catholic School.

Ulibarri holds a master’s degree in educational technology from the University of Texas at El Paso and a bachelor’s degree in education from Eastern New Mexico University. He is also a Texas Certified Public Manager.
