Health and Human Services Names Two Deputy CIOs

The agency has named a new interim chief deputy CIO and a deputy CIO of artificial intelligence.

Texas Health and Human Services (HHS) has named two new deputy CIOs: MacGregor Stephenson and James Huang.

Stephenson joined HHS in September 2023 as director of strategic operations after more than 20 years of public-sector experience, including as chief of policy and research with the Texas Division of Emergency Management, deputy chief of staff to the Texas governor and chief of staff in the Texas House of Representatives.

An agency spokesperson confirmed that Stephenson's official title is interim chief deputy chief information officer (CDCIO); he stepped into the role on March 6.

Huang is currently the senior adviser to the CIO, a role he has held since September 2024. He will begin his duties as the deputy chief information officer of artificial intelligence and chief artificial intelligence officer on April 1.
