The Health and Human Services Commission (HHSC), on behalf of Health and Human Services, has published a pre-solicitation notice to migrate the state’s Electronic Benefits Transfer (EBT) system to an end-to-end cloud-based system for those in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC).

For context, HHSC has $21.6 million in the state budget “for a WIC EBT online transition” but doesn’t give a breakdown of the spending.

WIC provides food, nutrition advice, breastfeeding support and related services to pregnant women, breastfeeding mothers and their children younger than 5 years old, according to its website.

The request for offers is listed as pre-solicitation notice No. HHS0013393 at Texas SmartBuy, where the agency posts. The expiration date is Jan. 10, and the contact person is Andrick Reese at andrick.reese@hhs.texas.gov.
