Here Are 5 Pieces of Technology and Cyber Legislation to Watch

Bills relating to technology, security and workforce pipeline will be on the legislative agenda.

Multiple bills are being highlighted on the Department of Information Resources (DIR) list of legislation to watch, and they include five technology and cybersecurity bills.

Rep. Terry Canales (D-District 40) continues to push for digital drivers' licenses with HB 71. The bill seeks to have the Texas Department of Public Safety create a license that can be used via mobile application.

Rep. Richard Peña Raymond (D-District 42) introduced HB 564, which seeks to investigate energy savings for IT systems. The bill would authorize a collaborative study between DIR and the Texas Facilities Commission to investigate various aspects of money and energy savings.

Rep. Giovanni Capriglione (R-District 98) has introduced two bills. The first is HB 584, which seeks to add a state IT credential to be issued by community college districts to help fill the need for IT professionals at the state level.

The second is HB 984, which would create a chief privacy officer position at the DIR. This position would “provide assistance to state agencies on legal and policy matters involving data privacy.”

Rep. Matt Shaheen (R-District 66) has filed a bill regarding security incidents. This would require agencies to report security incidents including ransomware, compromised personal identifiable information (PII) and other regulated information within 48 hours.
