Social Service Agency Contemplating WIC System Improvements

The State's Health and Human Services Commission has published a pre-solicitation notice indicating that another large project is in the pipeline.

The Texas Health and Human Services Commission (HHSC) has published a pre-solicitation notice for the operation and maintenance of the Mosaic Management Information Systems (MIS).

The notice is placed on behalf of the Health and Human Services (HHS) Special Supplemental Nutrition Program for Women, Infants and Children (WIC).

The MIS operates on a Microsoft Dynamics platform and includes the myWIC mobile app and web portal. The agency is looking for a contractor that can “provide development, modernization and enhancement activities to support any future initiatives and/or federal directives.”

The latest notice is available on Texas SmartBuy and numbered Pre-HHS0012972; the due date is April 29. The notice is “an aid to vendor planning” and doesn’t guarantee an RFP, according to the website. The office’s SmartBuy member number is 529.

The commission — the largest in the state and potentially the nation — has been undergoing a modernization effort that has included multiple systems and is in the process of an identity and access management modernization, CIO Ricardo Blanco recently told Industry Insider Texas.

Its strategic planning documents for 2021-25 include an objective to “improve business strategies with optimized technology and a culture of data-driven decision-making.”

The goals for this include:
  • Apply advanced data analysis techniques to quickly identify trends and outliers for audits, inspections, investigations and reviews. (September 2023)
  • Implement or enhance the functionality of information technology systems to improve efficiencies in processing requisitions and managing, monitoring and reporting contracts for the agency. (August 2025)
  • Modernize the Texas Medicaid Enterprise System, a highly complex network of interconnected systems that support Texas’ Medicaid delivery system, to increase efficiencies and better support the managed care model. (September 2023)
  • Enhance the value of data by establishing policies to document data management/data stewardship roles and responsibilities required to enable clean, consistent data across HHSC sources and systems. (September 2023)
  • Provide technology, tools and automation for curated or self-service data analytics and reporting, in coordination with the Data Governance and Performance Management Council. (December 2024)
