HHSC Prepares to Publish Aging Services Opportunity

The Health and Human Services Commission is looking to update its means of gathering data on aging populations and will release the opportunity this month.

The Texas Health and Human Services Commission (HHSC) has plans this month to release a request for offers (RFO) for software as a service (SaaS) to support its aging services data management and reporting.

The system is the Aging Information and Data Management Solution (SAIDMS), for which there has been a recent project manager search.

The procurement, to be listed as No. RFO HHS0014738 once it is published, will be a “single procurement for a SaaS, vendor-hosted information management solution that is designed to effectively and efficiently support the maintenance and reporting of data” for the following:
It must be able to meet all state and federal requirements while maintaining:
  • Call information
  • Consumer data
  • Assessment and eligibility data
  • Service delivery and activity information
  • Ombudsman information
Vendors must be TX-RAMP certified at Level 2 by the award date. HHSC will post the solicitation on the Texas SmartBuy website under vendor search No. 529.

HHSC has also updated its agency procurement forecast to include 2-1-1 grants worth about $56 million. Grantees must have the knowledge, skill and experience “to deliver comprehensive information, referral and outreach services to individuals and families throughout the state.”

The 2-1-1 Texas Information and Referral Network covers telephone, web chat, online and outreach for letting residents know where to get government and community services. Statewide resources are listed in a database for certified call specialists to access. The network provides child-care information, helps people find local and state resources and is the primary disaster information and registration network.
