HHSC Recruiting for IT Specialty, Leadership Roles

The Texas Health and Human Services Commission seeks to fill two leadership positions and hire an enterprise architect.

The Texas Health and Human Services Commission is looking to hire an IT director of application maintenance, automation and reporting; an associate commissioner of strategic operations; and an enterprise architect.

Regarding the director role, candidates applying for the position will be responsible for implementing DevOps strategies, using agile development practices, fixing application defects and developing and implementing data mart reports.

Other job responsibilities include:

  • Overseeing multiple delivery teams and fostering a culture of collaboration, innovation and continuous improvement 
  • Developing and implementing a comprehensive modernization strategy aligned with the agency’s goals and objectives
  • Collaborating with key stakeholders to identify opportunities for process improvement and automation
  • Establishing and maintaining a robust continuous integration and deployment pipeline
  • Automating build and release processes
  • Adopting best practices for version control, code branching and release management
  • Maintaining and supporting a portfolio of diverse and complex applications of critical strategic impact

The position has a monthly salary range of $6,681 to $11,299.

As for the associate commissioner of strategic operations position, the role will entail developing, guiding and managing IT administrative functions and strategic planning. Also required is the establishment of priorities, standards and measurement tools to determine and evaluate progress in meeting the agency’s deputy executive commissioner and chief information officer’s (DEC/CIO) objectives.

Other essential job functions include:

  • Advising the DEC/CIO on IT strategy, operations, projects and initiatives
  • Supporting the DEC/CIO in developing and operating all IT divisions
  • Reviewing reports, correspondence, legislation and all IT work products before DEC/CIO review and recommending appropriate action
  • Managing high-priority, complex projects and initiatives
  • Providing consultation and direction to IT personnel to accomplish IT objectives
  • Representing the DEC/CIO on ad hoc workgroups and committees

The position has a monthly salary range of $9,781 to $15,000.

Lastly, the agency is looking to hire an enterprise architect. According to the duty statement, the position “is responsible for setting the technical direction for the agency, implementing technical governance, providing technical leadership and representing the agency in a technology capacity.”

Specific job responsibilities include:

  • Researching and documenting current state architecture through agency-wide meetings with management
  • Identifying target and future technology needs
  • Establishing technology road maps to move from current state architectures to future state architectures, including budget planning for road map implementations and organizational changes to support new system capabilities
  • Evaluating emerging technologies for applicability to the agency and determining organizational implementation strategies
  • Evaluating and reviewing vendor proposals
  • Overseeing legislative proposals for agency technology impact and cost

The position has a monthly salary range of $7,349 to $12,429.
