Houston-Galveston Area Council Seeks Transportation Project Tracker

The Houston-Galveston Area Council (H-GAC) is looking for a vendor to deliver a web-based application that will modernize how the agency and its partners track transportation projects throughout the region.

According to the request for proposals (RFP), H-GAC seeks a configurable, off-the-shelf software solution that will replace the council’s current system and support a full life cycle of project tracking.

A major component of the system will be the ability to track and manage regional projects across planning stages, including the Regional Transportation Plan and Transportation Improvement Program. Features must include GIS-based interactive maps, automated workflows, robust import/export functions, customizable reporting tools and financial monitoring capabilities. The system will also support public transparency through a searchable, web-accessible interface showing project details and interactive maps.

The new platform is intended to be mobile-compatible, support multiple user roles across agencies, and integrate with existing systems, such as financial management and air quality databases. The system must be designed with role-based access controls, encryption, multifactor authentication and comprehensive audit logging.

The selected contractor will provide hosting, configuration and annual technical support, which may be used for help desk assistance, system enhancements or other customizations. The vendor must also offer U.S.-based customer support, use domestic data servers, and meet Texas Risk and Authorization Management Program Level 2 certification requirements at contract initiation.
