Human Services Agency Seeking Niche Technology

The state's health and welfare agency needs a new fax solution and software licensing.

The Health and Human Services Commission (HHSC), which provides oversight and administrative support for Health and Human Services (HHS), has published a pre-solicitation notice for a modern cloud fax solution.

The solution will replace the RightFax service, used since 2004, which is outdated and lacks “disaster recovery capabilities.” The contract ends Aug. 31, 2024.

A new system will provide improved:
  • Service availability
  • Scalability
  • Ease of use

HHSC also has an invitation for bids (IFB) for SmartBear licensing, maintenance and support coming due June 16. HHSC seeks six seats for the software. The IFB is No. HHS0013598. The contact person is Susan Mullan at susan.mullan@hhs.texas.gov or 512-406-2575.

HHSC has about $46 billion in its proposed 2024–2025 biennial budget, a $7 billion raise. The agency administers 120 websites and 376 applications, with 183 of those designated as mission critical.
