Wilkinson brings more than 25 years of experience spanning technology, cybersecurity, risk management and operations across the public and private sectors. Before joining Dallas, he served as CEO of Ethan Solutions, a technology and risk advisory firm, and previously held senior leadership positions at MUFG Bank, Lockheed Martin and Wells Fargo. His career also includes 26 years of military service in the U.S. Army and the Marine Corps, including senior cyber leadership assignments.
“James’ leadership across national security, financial services and mission-critical technology environments will be an important asset as Dallas continues strengthening its cybersecurity capabilities,” Dallas City Manager Kimberly Bizor Tolbert said. “His experience leading complex organizations and advancing risk-based security programs will help protect city services, support modernization and reinforce public trust.”
Wilkinson said he looks forward to serving the city in his new role.

Wilkinson's experience includes enterprise technology strategy, cybersecurity governance, operational resilience, cloud modernization, disaster recovery and board advisory work. He holds a master's degree in cybersecurity risk and strategy from New York University School of Law and the NYU Tandon School of Engineering, a Master of Arts in computer resource and information management from Webster University and a bachelor's degree in marketing from Morehouse College.
