The Region 4 Education Service Center (ESC) is seeking human capital management systems and business management solutions as part of a cooperative purchasing program with OMNIA Partners.
The contract will be open to other jurisdictions nationally through OMNIA, and the solicitation estimates the national contract purchase volume at $20 million.
According to the ESC’s request for proposals (RFP), Region 4 is the largest ESC in Texas, servicing 47 school districts, 43 charter schools, 1,500 campuses and 1.2 million students. It is centered on the Houston area.
OMNIA Partners, a group purchasing organization, will make any contract resulting from the RFP available to other public agencies nationally.
The requested human capital management system must offer human resources, benefits, payroll, scheduling and knowledge management capabilities.
Proposed business management solutions must encompass enterprise resource planning, customer relationship management, welfare management services, financial systems integration, independent contracting payrolling, operational process management, parking tickets, training, work orders and other operational services.
More detailed information about RFP No. 25-09, including all submission requirements and requests, can be found online. An optional pre-proposal conference is scheduled for 11 a.m. May 14. The due date for questions is 5 p.m. May 16. The deadline for proposal submissions is 2 p.m. June 19.
