Lubbock Names Jennifer Frescaz City CIO

She will take on the new role Nov. 11 after leading Midland’s IT department as managing director and CIO.

Jennifer Frescaz will lead the city of Lubbock’s IT department, according to an emailed news release, after the former CIO retired.

“I am honored to join the city of Lubbock team and this amazing community in the heart of West Texas,” Frescaz said in the statement. “I look forward to advancing a unified technology strategy that builds on the strong foundation in place, driving innovation and collaboration to benefit the organization and community.”

She will oversee a $14.2 million IT budget. The department has 60 full-time employees, two division directors, an information security manager and a budget coordinator.

IT supports about 2,400 city employees and technology for administration, budgeting, contract compliance, information security, infrastructure services, communication services and radio shop, public safety and GIS, among others.

Frescaz has been with the city of Midland since 2009 and moved up through the ranks to become assistant department director in 2017, CIO in 2019 and managing director/CIO a year ago. She holds degrees from West Texas A&M University, according to her LinkedIn profile.

Meanwhile, Midland named Gorgees Eskander as interim CIO, the city manager’s office confirmed via email. Eskander has served as deputy CIO since 2022 and has a background in information security and project management, according to his LinkedIn profile.

Through her leadership, the city made impactful advancements in technology and public services, establishing a strong foundation for future growth,” Midland City Manager Tommy Gonzalez said. “As we continue to build on this momentum, we are grateful for Jennifer’s role in sparking this drive toward a more connected and efficient city government. We look forward to carrying forward this vision and exploring new possibilities in service to our community.”
